If the Funds are gone, then no one drives the ALREADY prepared equipment because there is no budget for operation costs?
They should just drive and bill the mayors office, send outstanding payment invoices and call in the debt collectors..
At least finish the sentence that explains that you “Don’t know how we are going to pay for that”… As it feels more like no one will be driving and Norvill will try to shift blame again..

I’ll just start making up stuff here on the spot: We’ll just have to assume that the equipment was not prepared. No repairs, no gas, no workers, no nothing. By the time somebody noticed it was too late and now it’s too dangerous to go outside.
“Why didn’t you tell us that you weren’t ready?”
“Norvill sent us all home, told us to watch his livestream of him in his hot tub ..”
